IDCE Panelist Bios: Licamele, Dudgeon, Huang
Greg Licamele, Director of External Communications, Fairfax County [VA] Government
Greg Licamele has served as the public information officer and director of communications integration and engagement for the Fairfax County, Virginia for more than seven years, focusing on the county’s social media presence, county website and mobile technologies. During a Joint Information Center activation, he leads a six-person PIO staff in the county's Emergency Operations Center focusing on all aspects of communications including messaging, social media, multimedia, media relations, and coordination with field PIOs. Licamele has led responses to hurricanes, snowstorms, H1N1 flu vaccinations and other high profile issues. He works closely with county first responders such as police, fire and health departments to advocate, educate and implement social media and other digital tools.
Prior to joining Fairfax County, he worked for five years at The George Washington University’s public affairs office with a key focus on emergency information and he served as a consultant to the Office of Public Safety and Emergency Management. Greg has spoken to various federal, state, local and community groups about many aspects of social media including emergencies, policies and specific tools. He also serves on the Board of Directors of the statewide Virginia Government Communicators organization.
Rob Dudgeon, Director of the Division of Emergency Services, San Francisco [CA] Department of Emergency Management
Rob Dudgeon is the Director of the Division of Emergency Services in San Francisco’s Department of Emergency Management. The Division is responsible for coordinating the City’s multi-disciplinary response to emergencies, developing emergency plans, managing the City’s exercise program and public preparedness programs. The Emergency Medical Services Agency is also housed in the Division, which is responsible for regulatory oversight of the City’s EMS System and medical planning for disasters. In addition, the Division is responsible for managing Homeland Security and other related preparedness grants for the City.
Rob holds a BA in Management and has over 20 years of experience ranging from first responder/paramedic to managing the City’s emergency operations center.
Gloria Huang, Senior Social Engagement Specialist, American Red Cross
Gloria is part of a three person social engagement team at American Red Cross National Headquarters. Since joining the Red Cross in late 2009, she has helped develop the social engagement strategy, using it to improve services, meet business objectives for different organizational units, and enhance reputation online. In the past year, she created the backbone for the Red Cross Digital Operations Center and social engagement training program.
Gloria graduated from the University of Virginia in 2007 with a double major in Media Studies and Art History. She then joined crisis communications firm TMG Strategies, where she helped develop social strategy for clients like General Motors.
Her passion is in following the continuing evolution of online communities and how it affects communication, consumer behavior, social action, and individual human relationships.
Gloria is a self-proclaimed foodie and amateur photographer. She is easily amused by internet memes.
