Larry Zelvin is a career Senior Executive Service member and Director of the National Cyber and Communications Integration Center (NCCIC) at the U.S. Department of Homeland Security. The NCCIC is comprised of several components to include the U.S. Computer Emergency Readiness Team (US-CERT), the National Coordinating Center for Telecommunications (NCC), the  Industrial Control Systems Cyber Emergency Response Team (ICS-CERT),  a 24/7 Cybersecurity and Communications Operations Center and  exercise program. The NCCIC’s primary focus areas include conducting daily analysis and situational monitoring, incident management, and information sharing.

Tony Robinson is the Federal Emergency Management Agency (FEMA) Region 6 Acting Regional Administrator. In this position, Mr. Robinson is responsible for the administration of emergency management programs in the FEMA Region 6 states of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. He also is responsible for oversight and implementation of response and recovery operations for presidentially declared disasters in the five-state region.

Howard A. Schmidt has had a long distinguished career in defense, law enforcement, and corporate security spanning more than 40 years. He brings together the talents of business, defense, intelligence, law enforcement, privacy, academia and international relations through his distinguished career. He retired as Special Assistant to the President and the Cybersecurity Coordinator for the President Obama. In this role Mr. Schmidt was responsible for coordinating interagency Cybersecurity policy development and implementation and is responsible coordinating engagement with federal, state, local, international, and private sector Cybersecurity partners.

West Baton Rouge took delivery of their Mobile Emergency Operations Center just in time for Hurricane Isaac. The 45’ MEOC is built with a Ferrara all welded custom body and three slide-outs. Their huge front conference room can hold more than a dozen command staff and the numerous TVs located around the room allow the staff to view external events. The center has a bathroom, galley, fully loaded electronic racks, and plenty of storage. The rear communications suite has on board computers to run CAD with ten TV/Monitors. The weather station is networked and viewable from every monitor. The cellular and satellite connectivity along with the interoperability and second mast with a point to point tracking data dish will ensure they can continue communication under the most severe conditions. A few key features include: (3) Flat-floor slide out rooms, LDV Intel-I-Touch multiplex electrical control system with (2) 7” LCD touch-screens, 2 Heavy duty Masts with camera, Perimeter surveillance system, and modulated audio and video.
